Yes, I took lessons there last month with a local called Felipe Azar. Look him up on Trip Advisor at Bavaro Kite School.
He is a great guy, super funny and he loves the sport. You will want to pay a local US$10 to take you in a boat one beach west near the Natura Park to avoid the hotels. The beach is crystal clear. The only issue are those stupid tourist boats and rental speedboats that buzz around 20 yards from the shore. They are a nuisance.
